The President instructed to introduce the principle "who pollutes, he pays"

President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting on environmental protection and the development of a system for collecting and processing household waste.

by stopping the head of our state “On measures to radically improve and develop the waste management system for 2017–2021” dated April 21, 2017 in this area, which had previously been insufficiently streamlined, a unified system was formed.

Over the past 7 months of this year, the enterprises of “Toza Hoodood, organized in the system of the State Committee for Ecology and Environmental Protection, managed to get an income of 49 billion soums. On-site waste processing plants are being built. By the end of the year, it is expected that the level of coverage of the population with waste collection services will reach 62 percent.

It was noted that despite this, the work carried out in this direction is not enough, a number of measures need to be taken.

Orders were given for the purchase of 500 units of special equipment for one hundred percent coverage of the population with waste collection services, widespread adoption of public-private partnerships, and acceptance of payments from the population by the Compulsory Enforcement Bureau.

Particular attention at the meeting was paid to waste management issues. It was noted that in the Akhangaran region, together with the South Korean company Sezhin, a project was launched that cost $ 55 million, which will allow producing biogas at a waste landfill and generate 16 megawatts of electricity, in an amount sufficient to supply 10 thousand houses.

The President pointed out the need to attract foreign investment in the field, to develop new investment projects for the processing of waste and energy from them.

“It is necessary to introduce the principle widely used in the world, which says:“ he who pollutes, he pays. ” That is, the costs of disposing of waste generated during the production process should be borne by manufacturing enterprises. These costs should not be borne by people, ”said Shavkat Mirziyoyev.

Directions are given for updating the material and technical base of the improvement departments, for putting waste landfills in order in accordance with sanitary requirements. The tasks are identified for the proper operation of special equipment, the electronic monitoring of its movement along the established route, the correct calculation of revenue from services, and training.

It was noted that the society has not yet fully formed a culture of throwing waste into specially designated places, and maintaining cleanliness in public places. In this regard, the need to develop a draft law providing for effective mechanisms to hold accountable for pollution of territories was noted.
