Where and how should waste collection areas be installed???

Local executive authorities, with the assistance of citizens' self-government bodies, upon appeals from private homeowners' associations, management organizations, or directly residents of the relevant territory, shall resolve issues related to determining the locations of garbage collection points. The construction of closed-type garbage collection points is carried out in accordance with a standard or individual project (sketch) developed and agreed upon in the prescribed manner. The demolition of existing garbage collection points is carried out after the construction of new garbage collection points installed in their place.  The territory of the garbage collection point must be adjacent to the passageways, but not interfere with the approach of a special motor vehicle. When the area is located separately (far from the driveways), the possibility of convenient access of a special vehicle for unloading containers and the presence of turnaround areas (12 m x 12 m) is provided. The placement of garbage collection points is planned outside the visibility zone from transit transport and pedestrian communications, away from the street facades of buildings. The area of the garbage collection point and the number of containers placed in it are determined in accordance with sanitary rules, norms, and hygienic standards. The distance of garbage collection points and containers from the windows and entrances of residential premises is established strictly in accordance with sanitary rules, norms, and hygienic standards. Garbage collection points must have well-maintained access roads, outdoor night lighting, cold drinking water supply and drainage to the sewage system, and storm drainage to divert rainwater.
