By a resolution of the Executive Committee of the Tashkent City Kengash of People's Deputies of April 28, 1990, the Tashkent Waste Processing Enterprise was established.

On February 9, 2000, on the basis of the certificate of the Khokimiyat of the city of Tashkent No. FN019897, the name was given to the State Enterprise "Production Department Makhsustrans" 

The state enterprise of the "Production Department Makhsustrans" carries out activities for the collection and removal of solid household waste from residents, organizations and enterprises. "Production Department Makhsustrans" has 12 district branches, a branch of "Mahsustrans -  ta'mir hizmat" and a branch of the "Enterprise for the transshipment disposal of solid household waste. Including waste transshipment stations in Yunusabad, Yashnabad and Yakkasaray districts operates.

In recent years, a wide range of opportunities have been created to improve the system and operational efficiency.
As of January 1, 2023, there are 439 special vehicles for transporting garbage as part of the SE "Production Department Makhsustrans"  Of these, the necessary tools were purchased for the repair of 92 garbage collectors that became unusable. Shortcomings in technology were eliminated and full-fledged work was carried out. By modernizing the information and communication systems of the enterprise, the process of online monitoring of the work process of special equipment has been established. 330 new GPS monitoring devices were purchased and installed on cars for a complete modernization of outdated devices.

In 2023, there are 643 garbage collection points at the disposal of the State Enterprise "Production Department Makhsustrans"  and a construction team has been formed to reconstruct part of these garbage collection points at the enterprise. In March-July 2023, based on the company's own capabilities, the construction team demolished and restored 3 SMEs (garbage collection point) 7 SMEs were built and commissioned in accordance with sanitary standarts. 

In 2024, our performance improved even more. In particular, 34 new garbage collection machines were purchased. 15 special ISUZU garbage trucks with a volume of 12 m3 were equipped with snow plows to clear snow from street branches in winter, 60 garbage chutes were built and commissioned, 410 garbage chutes were repaired. 30 modern modules of a new type have been installed. 1250 garbage containers were purchased and put into operation, info-tablets were installed at 932 garbage collection points. 581 garbage collection objects are registered in the state cadastre. 3 waste transfer stations in Tashkent were equipped with 9 modern video surveillance cameras, and in the Situation Center it became possible to control the weight of the exported waste in electronic form. Also, 2 modern barriers (barriers) and 4 video cameras are installed at the landfill. 
In 2024, 64 mahallas from alternative enterprises were fixed and 16 alternative enterprises were liquidated. Currently, "Production Department Makhsustrans"  fully covers and serves 505 mahallas in the city of Tashkent.
