A presidential resolution has been adopted to enhance ecological culture

On May 15, 2025, the President of the Republic of Uzbekistan signed a resolution titled “On the approval of the concept for raising ecological awareness among the population until 2030.”

According to the document, by 2030 it is planned to cultivate environmental awareness among 3.3 million children in preschool educational institutions. Furthermore, ecological education will be strengthened and environmental culture promoted among 4.2 million students in general education schools.

The resolution also formally approves the concept for raising ecological awareness among the population until 2030. The implementation of this concept will proceed in stages starting from 2027, based on a dedicated roadmap to be approved by the Cabinet of Ministers every two years. In addition, free educational courses will be organized to enhance the ecological knowledge of employees in government bodies and institutions.

In connection with Uzbekistan’s accession to the Convention on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters (Aarhus Convention, Aarhus, Denmark, June 25, 1998), starting from December 1, 2025, public access will be provided to the databases of the national environmental monitoring system. These databases will include the following information:
–The number of trees and seedlings planted annually under the national “Yashil Makon” (Green Space) project;
–Applications from legal entities and individuals for permits to cut down trees and shrubs not included in the state forest fund;
–Individuals violating the moratorium on the extraction of non-metallic materials from water bodies;
–Outcomes of public hearings;
–Identified violations of environmental legislation and the corrective measures taken as a result of inspections and monitoring;
–Sanitation service providers responsible for the collection of solid household waste by region;
–Enterprises involved in the collection, sorting, recycling, and disposal of waste with energy recovery.

Beginning in 2025, a national eco-championship titled “A New Tree – A New Breath” will be held annually as part of the “Yashil Makon” project. It will engage various segments of the population, students, and schoolchildren. Monthly campaigns and awareness-raising events will also be conducted under the slogan “Let’s Turn Every Mahalla into a Waste-Free Zone.”

Additionally, starting from the 2025/2026 academic year, topics for scientific and practical research aimed at increasing environmental awareness will be announced annually within the framework of national scientific programs. A Student Eco-Volunteer Movement of Uzbekistan will also be launched involving university students.

A non-governmental, non-profit organization called the Community of Environmental Scientists will be established to unite students and researchers working in the field of environmental science both in Uzbekistan and abroad.

From August 1, 2025, inspectors of the State Environmental Supervision Inspectorate will be required to register all operational control inspections in the “Unified State Control” information system and notify the Commissioner for the Protection of Rights and Legal Interests of Business Entities within 24 hours in the following cases:

Intentional damage, destruction, or deterioration of trees, shrubs, or other plants using chemical or biological agents during construction or reconstruction of buildings or facilities on the premises of legal entities, in violation of established regulations;

Failure to comply with mandatory requirements to prevent the spread of dust and sand on construction sites larger than 500 square meters, including adjacent areas and access roads, or emissions of pollutants into the atmosphere exceeding permissible levels in these zones;

Keeping wild animals prohibited from captivity in semi-natural or artificially created environments.
 

Furthermore, the resolution emphasizes the promotion of daily "green consumption" practices, national customs, and values aimed at the careful use of natural resources and the prevention of wasteful consumption. This includes the production of animated films on these themes.

It is clear that there is an increasing demand for skilled professionals who feel connected to nature, care about protecting the environment, and recognize their responsibility in this field. In this context, the new law holds significant importance.
