Is it necessary to apply strict measures to foster environmental culture among the population? As is known, environmental inspectors conduct daily raids on streets and mahallas, identifying instances of dumping waste in undesignated locations and applying administrative fines. However, a legitimate question arises: will we truly become ecologically cultured only under the influence of fines?

Isn't our neighborhood, our street, our common home? Why do we not strive to preserve it on our own initiative? Isn't the air we breathe common to all of us? Why do we only start maintaining order when strict measures are applied? Why can't we simply respect the laws and love our country?

It is important to understand: the photographs do not depict the actions of a state or organization. These landfills were created by people themselves—our neighbors, ourselves—despite the presence of specially designated sites and waste containers. Environmental culture begins not with fines, but with the personal responsibility of each individual.
