Tariffs for household waste collection and removal services are determined on the basis of economically justified calculations, taking into account the income and expenditure of service providers, as well as the costs required to ensure reliable, continuous and high-quality service delivery. The procedure for setting and applying regulated prices and tariffs is governed by Resolution No. 722 of the Cabinet of Ministers of the Republic of Uzbekistan dated 29 December 2023.
What Costs Are Taken into Account When Setting Tariffs?
What Costs Are Taken into Account When Setting Tariffs?
- the operation, maintenance and repair of specialized waste collection vehicles;
- fuel, spare parts and other necessary materials;
- employee wages;
- the collection, transportation and removal of waste;
- other operational and production costs necessary to provide the services. Economically justified tariffs are intended to cover the necessary operating costs of service providers and support the stable and reliable delivery of services to the population.
- Why Do Tariffs Differ Between Regions?
Tariffs may vary from one region to another due to local conditions and differences in how waste collection services are organized. Factors considered include the volume of waste generated, transportation distances, route lengths, road infrastructure, the number and technical condition of specialized vehicles, wage levels and other operating expenses. As a result, the cost of providing waste collection and removal services may differ between regions, which can affect the tariffs approved for each area.
s Inflation Taken into Account When Setting Tariffs?
Yes. When tariffs are calculated or reviewed, economic factors affecting the cost of services are taken into consideration. These include changes in the prices of fuel, spare parts, vehicle maintenance, repairs and other essential resources. Increases in these costs may affect the overall operating expenses of service providers. Therefore, tariff reviews take into account current economic conditions, the justification of costs and the need to maintain the financial sustainability of organizations responsible for waste collection and removal.
However, tariffs do not automatically increase solely because of inflation. Any tariff adjustments must be carried out in accordance with applicable legislation, the established procedures and relevant economic calculations.
