The document provides for large-scale tasks aimed at ensuring environmental safety in the country, radically improving the industrial waste management system, and creating a healthy environment for the population. According to the document, based on the priority tasks of the 2030 Environmental Protection Concept, it is planned to bring the level of processing of radioactive waste, as well as I-IV hazard classes of chemically hazardous waste generated at mining, metallurgical, chemical, oil and gas, and electric power industry enterprises, to 20 percent in accordance with the Waste Classification Catalog.
In addition, the key objectives and priority areas include the full implementation of mechanisms for the safe and minimum-volume disposal of hazardous waste that cannot be recycled, reducing the negative environmental impact of waste stored at specialized facilities, as well as maintaining state records of such waste with classification by sources of generation, volume, composition, and disposal sites. In accordance with the resolution, starting from January 1, 2027, organizations generating hazardous waste will develop annual plans based on an environmental impact assessment conclusion, which must be coordinated with the territorial departments of the Agency for the Development of the Waste Management and Circular Economy Sector. At the same time, these organizations will be required to reduce the volume of waste generated, increase the share of waste sent for recycling, and transfer waste exclusively to specialized organizations that have the appropriate authority, necessary infrastructure, and a positive environmental impact assessment conclusion for its neutralization, recovery, or disposal.
If organizations possess the necessary powers and relevant infrastructure, they are permitted to carry out the specified works independently in accordance with legislative requirements. At the same time, starting October 1, 2026, such organizations are required to generate statistical reports based on the results of the calendar year and, no later than the 20th day of the month following the end of each quarter, enter the relevant information into the Agency's information system. Control over the fulfillment of these requirements will be carried out by the State Inspectorate for Environmental Control — the Ecological Police under the National Committee for Ecology and Climate Change.
In order to effectively organize activities related to the management of hazardous and radioactive waste, a number of institutional transformations are envisaged in the country. In particular, a Dangerous Waste Management Directorate will be established under the Agency in the form of a state institution. Furthermore, the Republican Center for Storing Radioactive Waste under the Institute of Nuclear Physics of the Academy of Sciences has been transferred to the Agency's system, retaining its functions, rights, and obligations.
For the purpose of environmental rehabilitation of uranium heritage sites and ensuring their stable radio-ecological state, the Committee for Industrial, Radiation, and Nuclear Safety under the Cabinet of Ministers has been designated as the specially authorized body (regulator), and the Agency for the Development of Waste Management and Circular Economy under the Committee for Ecology and Climate Change has been designated as the operator. All decommissioned specialized facilities (landfills and waste storage facilities) will be transferred to the Agency's jurisdiction free of charge, along with the financial resources necessary for their environmental rehabilitation.
At the same time, a separate extra-budgetary personal treasury account will be opened for the Agency, into which 50 percent of the Directorate's net profit from economic activities, as well as funds allocated by organizations transferring specialized facilities for reclamation, will be directed. These funds will be used for the restoration of facilities and the implementation of their long-term monitoring. Furthermore, it is envisaged to classify land plots occupied by former uranium mines and hazardous industrial waste storage facilities under the Agency's jurisdiction as non-taxable land.
The resolution also pays special attention to digitalization and ensuring transparency. Thus, by January 1, 2027, the National Committee for Ecology and Climate Change will develop a special information system. Through the Interdepartmental Integration Platform, this system will be integrated with the information platforms of ministries and departments, which will allow for the creation of a digital passport of hazardous waste and ensure real-time monitoring of every ton of hazardous waste of I-III classes from the point of its formation to the disposal facility.
