The President of the Republic of Uzbekistan adopted Law No. 1044 on March 7, 2025. In accordance with this law, the procedure for strengthening payment discipline in the field of solid household waste management is established. According to the new requirements, for consumers who have arrears for services related to the collection, removal, and disposal of solid household waste, a temporary restriction is introduced on the possibility of making electricity payments until the existing debt is fully repaid.

This measure is aimed at increasing the responsibility of consumers for the timely payment of utility services, strengthening the financial stability of enterprises ensuring sanitary cleaning of territories, and ensuring the uninterrupted operation of the waste management system. The implementation of the law will increase the level of payment discipline among the population and improve the quality of services provided in the field of sanitary cleaning and improvement.
