Recently, organizations have been receiving appeals from citizens regarding the construction of solid waste collection sites. It is hereby clarified that the construction, placement, or relocation of waste collection sites falls within the competence of district khokimiyats, mahalla citizens' assemblies, as well as homeowners' associations (BSCs). The "Maxsustrans" State Unitary Enterprise is responsible for ensuring the sanitary condition of these sites, preventing waste accumulation, and providing timely services. In accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated October 2, 2018, No. 787:

The placement of sites is determined by district khokimiyats, mahallas, and residential complexes. Indoor playgrounds are being built based on an approved project. In areas with high population density, the installation of modular platforms is permitted. The dismantling of the old platform is carried out after the construction of a new one.
