The head of our state signed a decree "On measures to create a management system for prompt response to the needs of the population in the fields of ecology and tourism." In accordance with it:
The Committee for Tourism of the Republic of Uzbekistan shall be established through the reorganization of the Committee for Tourism under the Ministry of Ecology, Environmental Protection and Climate Change. The National Committee for Ecology and Climate Change shall be established on the basis of the Ministry of Ecology, Environmental Protection and Climate Change by removing it from the system of the Cabinet of Ministers. The position of Adviser to the President of the Republic of Uzbekistan on Ecology — Chairperson of the National Committee for Ecology and Climate Change shall be introduced. In addition to the main tasks of the Ministry of Ecology, Environmental Protection and Climate Change, the Committee for Ecology shall be responsible for the implementation of the nationwide projects “Waste-Free Territory,” “Clean Air,” “Yashil Makon,” “Eco-Culture,” and “Bioheritage.” An “Eco-Projects Factory” shall be established under the Committee with the involvement of up to 15 foreign and domestic experts. The State Environmental Control Inspectorate of the National Committee for Ecology and Climate Change (Eco-Police) shall be established.
A resolution of the President of the Republic of Uzbekistan "On measures to organize the activities of the National Committee of the Republic of Uzbekistan on Ecology and Climate Change" was also adopted. The document defines that: the "National Environmental Monitoring Center" state institution is being established on the basis of the "Environmental Protection Specialized Analytical Control Center" state institution of the Ecology Committee;
by September 1, 2026, the activities of the Unified Environmental Online Platform will be established; industrial enterprises of categories I and II for environmental impact must take measures by March 1, 2026, to install background monitoring stations on their territory and integrate them with the National Environmental Monitoring Center of the Committee for Ecology; otherwise, starting March 1, 2026, compensation payments will be applied to them, increasing them by 5 times; starting March 1, 2026, all legislative acts and legally binding instructions related to granting exemptions from compensation payments for causing damage to nature are considered null and void, and the granting of exemptions on this matter is carried out only through law;
- issuance of documents to exclude compliance with the requirements of legislation in the field of ecology and environmental protection or permits without their compliance is strictly prohibited, including the issuance of state environmental expertise conclusions, the adoption of Government resolutions, orders, protocols, and written instructions, as well as interdepartmental documents and acts of local executive authorities providing for the felling and transplantation of trees and shrubs; Eco-police officers are granted the right to use physical force, special means (electric shock devices), and service weapons (with rubber bullets, mesh), and body cameras are installed on their special uniforms;
- from April 1, 2026, an opportunity will be created for the public to initiate a ban on the seizure or allocation for other purposes of land plots in settlements (cities, towns, and rural settlements) where trees not included in the forest fund grow.
